West Hempfield Township is a “Township of the Second Class” as defined by Pennsylvania Law. This hardly means we are a “second class" township! This designation simply means that the Township has chosen to be governed by the Pennsylvania Second Class Township Code, which enables the Township to operate and provides the regulations we must follow to conduct business.
West Hempfield Township is managed by a full-time professional Township Manager, Andrew Stern. Mr. Stern manages the day to day operations of the Township and carries out the policies and ordinances adopted by the elected Board of Supervisors. Mr. Stern oversees the various department directors, including the Police Chief, Director of Public Works, Director of Zoning, Permits, and Land Use, and Director of Finance and Human Resources.
